Background In September 1998, The Commonwealth of Learning (COL), with funding from the Department for International Development (DFID) of the Government of the United Kingdom, commissioned a Study Team to prepare a report on the status of the development of virtual education from a global perspective. The analysis was comprehensive in that it included all levels from school to higher education. Virtual education was defined in two ways: • The application of information and communication technologies (ICT) to core institutional functions such as administration, materials development and distribution, course delivery and tuition, and the provision of learner services such as advising, prior learning assessment and programme planning.
